🏛️ What is Special Intensive Revision (SIR) 2025?

Special Intensive Revision (SIR) is a large-scale voter list verification exercise conducted by the Election Commission of India (ECI) under Section 21(3) of the Representation of the People Act, 1950.
Unlike the routine summary revision, SIR involves door-to-door verification of every voter to ensure that the electoral rolls are accurate, updated, and free from duplicates.

This process ensures clean electoral rolls before major elections and strengthens the democratic foundation of India.

 Constitutional & Legal Basis

  • Article 324 – Empowers the Election Commission to supervise elections and maintain electoral rolls.
  • Section 21(3), Representation of the People Act, 1950 – Allows the ECI to conduct revisions “in such manner as it thinks fit.”
  • SIR Objective: Verification, inclusion of new electors, and deletion of ineligible names.

States and UTs Covered in Phase II:

Andaman & Nicobar Islands, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh, and West Bengal.

How the Special Intensive Revision Works

  1. Pre-filled Enumeration Forms (EF):
BLOs distribute pre-filled forms with existing voter details.
  2. Voter Verification:
Households confirm, correct, or update their details — including name, age, address, and optional Aadhaar link.
  3. Missing Voters & New Electors:
Citizens turning 18 before 1 January 2026 can be added to the rolls.
  4. Cross-Verification:
BLOs verify identity using legacy records from previous intensive revisions (2002–2005).
  5. Public Display & Claims:
Draft rolls are displayed for public scrutiny before final publication.

Significance of SIR 2025

  • Ensures error-free voter lists by removing deceased or duplicate entries.
  • Enables inclusion of new voters and internal migrants.
  • Increases transparency and trust in the electoral process.
  • Strengthens the credibility of elections before Lok Sabha and Assembly polls.
  • Aims to cover over 50 crore electors across India in this phase.

Criticism and Controversy

The Association for Democratic Reforms (ADR) filed a petition in the Supreme Court, claiming that SIR 2025 deviates from the 2003 guidelines.
According to ADR:

  • The new process places the burden of proof on voters for citizenship verification.
  • There are concerns about data privacy and potential voter exclusion.

In response, the ECI has said it will make the process “voter-friendly”, learning from challenges faced in the Bihar phase of SIR.
